saline is thought to be safer. silicone just got legalized again after many years off the market due to claims it was making people sick. Now silicone is in thicker form making it less likely to run and leak throughout your body if the bag breaks. However you still have to get mri's done to make sure they aren't leaking, silicone can be dangerous. Saline some complain don't feel as real as silicone but i can't say since i've not felt it.
