Is RTV Silicone electrically conductive?

I'm repairing some cracked insulation on some wires in my car. Do you know if RTV is an insulator? The stuff I have is Permatex High Temp silicone gasket maker 26B.

It is a very *good* insulator, actually, unless they have put a lot of conductive filler in it (almost never done). There are electrically and/or thermally conductive RTV's, but they are very unusual.
