You can add water after you rinse it out with plain water to remove dust. You can also use this

to clean it, don't use bleach or any other household cleaner because it will leech into the silicone and kill any fish.

You should also observe the fishless cycle before you add any fish so that the tank can handle the ammonia from your fish's waste.

Don't forget an aquarium siphon and water conditioner, stress coat, and aquarium salt for your fish health. Don't forget, one inch of fish per gallon for fish health and comfort. Anything more and you'll have fish aggression which leads to stress and disease from fish attacks.I just got a new fish tank brand new and still smells like silicone how long should i wait to add water?
It must be a newly built tank! Normally you shouldn't be able to smell the silicone. I'd let it air a few days then fill it. Make sure it doesn't leak before adding gravel and such.

You do know about ageing a tank, don';t you? you don't just fill it with water and add fish.

Here is a link on cycling.

If you can still smell it its newly built!

Leave the tank for a day or two and then put water in it with water conditioning.
